      <ArticleTitle>A Critical Evaluation of the ‘Reforms’ in the Kafala System: A Case Study of Qatar</ArticleTitle>

      <Abstract>The Kafala (A Labour Sponsorship) System, a legal framework for regulating foreign migrant workers through local recruitment agents/agencies, existed in Arab Nations, including the GCC, Jordan, and Lebanon. Its essential structure was based on the hegemonic nature of the middle-person/recruitment agent (Kafeel), to whom the government authorized on the conditions of a steady workforce supply. In the post-Arab Uprising (2011), the system has been severely under public criticism due to structural snags, such as the Ministry of Interior being responsible for handling the migrant-labour affairs instead of the Labour Ministry, which led to the exclusion of migrant workers from various domestic humanitarian workers__ampersandsign#39; laws and the hegemony (monopoly) of the Kafeel in the recruitment of the workers under sure exploitative terms and conditions. Because the Arab protests strengthened the voices of the ordinary people for the protection of individual rights and dignity, the Gulf regimes were seriously considered for reformative policy steps concerning exploitative pillars of the Kafala system. Accordingly, Qatar’s monarchy took the first initiative in 2016. Thereafter, Kuwait, UAE, Bahrain, Oman, and Saudi Arabia followed similar steps to an extent. It was assumed that the millions of migrant workers in the Gulf who support the economic growth of the ‘host’ and the ‘origin’ would benefit from these reforms. Paradoxically, several incidences have been observed in Qatar that Kafeel still plays a dominating role in the workers__ampersandsign#39; recruitment process, and the structure of exploitation continues as previously. This research paper aims to critically evaluate the reforms in the Kafala system in Qatar and the reasons for its continuation.</Abstract>
